in the interview this morning. he has a very ambitious second-term agenda. i don't know how he gets it done when they can't get the basic things done over the budget. these philosophical differences over taxes and spending remain. they are more entrenched. this is what i think changed. i think a second-term president obama will work harder to jam up the republicans, not to confuse them or lure into compromise but to put more political pressure on them to expose their divisions and internal discord. whether that creates leverage, we'll see. his relationship with congress has been very difficult. his view is that he doesn't have a legitimate partner. how do you get something done on immigration? on medicare reform, and gun control legislation, which the president says is a priority which requires a great deal of political help? it seems to be shorter than four years, in what the president can do in a time period before mid-term elections. >> a lot of things on the agenda. thanks, again. you can see david's entire interview with president obama this morning on "meet the press." >>> good morning, je

connell, get on board, don't try to filibuster. of course they're talking about a bill that had raise capital on couples making more than $250,000 a year, and do a few other nuts and bolts that are deemed the bare minimum that the president wants to see done before we hit january 1st. i've got to tell you, though, getting back to the votes, the votes simply aren't there in the house of representatives for that. they're likely not even there in the senate, so we're back at square one, amazing as it is to say at this point, thomas. >> when we talk about what we know about the president, as we expect him to return to washington landing at andrews air force base, but what more do we know about this phone calls or the phone calls that went out to the four congressional leaders? >> reporter: we know they took place before the president left time with his family before flying back to washington. he should be back here within about an hour from now, weather permitting. he'll be able to take marine one here, but i exchanged e-mails with top aides. they say they're not going to provide any more details

sure that people's taxes don't go up. and that two million people don't lose their unemployment insurance. and i was modestly optimistic yesterday. but we don't yet see an agreement and now the pressure is on congress to produce. if they don't, what i've said is that in the senate, we should go ahead and introduce legislation that would make sure that middle classes taxes stay where they are and there should be an up or down vote. i think there's a majority support for making sure that the middle class families are held harmless. >> if you go over the cliff, what's the impact in the markets? which have been pretty confident until now that a deal would get done. >> it's hard to speculate on the markets. but obviously i think business and investors are going to feel more negative about the economy next year. if you look at projections of 2013, people generally felt that the economy would continue to grow, unemployment would continue to tick down, housing would continue to improve. but what's been holding us back is the dysfunction here in washington. and if people start seeing tha

don't like working with you. we're going to talk a bit later in the show about everybody hates congress and what we can do about that. but as much as the public hates congress, you really get the feeling that congress' approval rating among president obama is in the neighborhood of negative 75,000 percent. and yes, numbers geeks, not a real number. but he seems really tired of working with these people. but there is a way in which congress, and particularly congressional republicans may actually be helping president obama out right now. everybody's always known two things about the cliff. you're almost certainly going to get more taxes in a deal after you go over than in a deal before you go over it. that's because after you go over the cliff, taxes already go up for everybody. so anything you do, any reasonable deal congress reaches, it will be a big tax cut. but the other thing about the fiscal cliff is you don't want to be blamed for going over it. it is going to be bad for the economy. it's bad for the country. what speaker boehner's done is create a situation in which we'r

the past few weeks is they don't have a plan of their own that could get bipartisan support. the so-called senate bill that the majority leader keeps referring to passed with only democratic votes and despite his repeated calls for the house to call it, he knows he himself is the reason it can't happen. the paperwork never left the senate. so there's nothing for the house to vote on. as i pointed out before we took that vote back on july 25th, the democratic bill is, quote, a revenue measure that didn't originate in the house so it's got no chance whatsoever of becoming law, end quote. that's what i said back on july 25th. the only reason we ever allowed that vote on that proposal is i said at that time was that we knew it didn't pass constitutional muster. and the democrats were really serious, they would proceed to a revenue bill that originated in the house as the constitution requires and as i called on them to do again last week. to repeat, the so-called nate bill is nothing more than a glorified sense of the senate resolution. so let's put that convenient talking point aside f
